Sovereign Green, Social and Sustainability Bond Issuances: Latin America and the Caribbean

Governments play a crucial role in scaling up Green, Social, and Sustainable investments (GSS). Sovereign GSS bonds can attract the investment needed for sustainable development and help achieve the goal of reducing greenhouse gas (GHG) emissions under the 2015 Paris Agreement. In addition, sovereign GSS bonds can also be a tool for economic recovery from the COVID-19 pandemic.

We invite you to learn about the first Green, Social, and Sustainable Sovereign Bond Survey (GSS) that was based on conversations with 19 sovereign issuers and in which the different approaches and experiences of issuers were explored to allow a broader understanding of this market. Also, you will know the differences in the process of issuing bonds labeled by the private sector and other types of entities were highlighted.

The Consejo Consultivo de Finanzas Verdes (CCFV) and Climate Bonds Initiative join several guests to discuss the report's findings and the opportunities they present for the Latin American and Caribbean (LAC) market at this event.

Growing Green Bonds in Vietnam for Renewable Energy projects

CBI has been working with the TCX Fund to support green bonds from less developed markets, in particular with respect to foreign exchange hedging, which has been found to be a constraint on the growth of the market.

This webinar seeks to support TCX’s activities in Vietnam, in particular for the Renewable Energy industry. There have been very little green bond issuance out of Vietnam to date and many DFIs are looking for ways to kickstart this market.

Indian labelled debt markets in 2021: What’s behind the Quantum Jump? - Supported by FCDO

In Calendar year 2021, the labelled ESG Bond markets have shown a sharp increase in activity, and from what market participants state, there is plenty of action to come.  As per banking sources, this year’s ESG labelled  issuance is expected to cross USD 10 Billion, being 40% of the total expected offshore issuance of USD 25 Billion.

The growth has not only been in terms of Green Bonds, but associated instruments like sustainability liked bonds (including a global first from a steel company). The year also saw the first AT 1 Bond with a sustainability label from Axis Bank.  While renewable energy is a clear leader in terms of use of proceeds, there are issuance from a municipality, an agrochemicals major and also a cement manufacturer. There has been interest shown from es from real estate and grids as well. Domestic issuances have been given a fillip by the issuance of Vector Green Energy and others are possibly in the pipeline.
What are the next steps on the way? Where is this headed by the end of FY 2021?

Agriculture Criteria: How to Identify Eligible Projects and Assets

Augmenting investment into agriculture offers enormous potential to reduce greenhouse gas emissions. The land use sector receives only 2.5% of public mitigation finance yet is responsible for up to about 25% of global emissions. Only 0.9% of green bond investment is directed towards land use. 

The Agriculture Criteria will assist in creating new capital flows into the sector with a new science-based framework that includes definitions and a screening mechanism for projects, assets, and activities against which both issuers and investors can assess green bonds. The qualifying projects and assets will be eligible for Certification under the Climate Bonds Standard.

The Climate Bonds Initiative sees a role for the $100 trillion bond market in addressing the huge funding needs of the global agriculture sector.

The role of infrastructure in Malaysia is critical to promoting sustainable economic growth, improving regional connectivity, and achieving low-carbon climate solutions in the country.



Climate change has already had significant adverse impacts on Malaysia, including increased annual surface temperature and rainfall, sea level rise, and other extreme weather events. The country has also witnessed the depletion of natural resources and an increase of greenhouse gases (GHGs) due to intense energy consumption for its rapid growth. Thus, the significant scaling-up of investment in green infrastructure is critical for Malaysia to meet its climate commitments, build resilience to the impacts of climate change and achieve rapid economic development.



With this backdrop, the Climate Bonds Initiative, in partnership with the Securities Commission Malaysia (SCM) and the Asian Development Bank (ADB) is launching the Green Infrastructure Investment Opportunities (GIIO) Malaysia* report. The report aims to highlight green investment opportunities in Malaysia and to support the country’s transition to a low carbon economy. Philippines: Green Infrastructure Investment Opportunities (GIIO) Report Launch

 

The role of infrastructure in the Philippines is critical to promoting sustainable economic growth, improving regional connectivity, and achieving low-carbon climate solutions in the country.

The Philippines is one of the most vulnerable countries to climate change, due to its high exposure to natural hazards, dependence on climate-sensitive natural resources, and vast coastlines. The significant scaling-up of investment in green infrastructure is critical for the Philippines to meet its climate commitments, build resilience to the impacts of climate change and achieve rapid economic development.

 

With this backdrop, the Climate Bonds Initiative, in partnership with the Securities and Exchange Commission (SEC) Philippines and the Asian Development Bank (ADB) is launching the Green Infrastructure Investment Opportunities (GIIO) Philippines report. The report aims to highlight green investment opportunities in the Philippines and to support the country’s transition to a low carbon economy.  It aims to facilitate greater engagement on this topic between project owners and developers, and institutional investors. Green infrastructure and corresponding green finance instruments are explored in the report, with sector-by-sector investment options presented.  

The report will be launched virtually on Thursday, November 26th 2020, 3 – 4:15 PM Manila time and will include a presentation of the report findings, a panel discussion and time for Q&A.

Part of the Global State of the Market series, this new report goes beyond previous similar reports, including the recently launched Green Bonds Global State of the Market 2019, which have primarily focused on analysing the green bond market. 

The first part of the report overviews green bonds issuance in H1 2020.

Leading Climate Ideas: Covid Aftermath: Can Sustainable Finance Help India Shape a Green and Inclusive Recovery?

Covid 19 has brought into sharp focus the urgent need to make economies more resilient. In the case of India, which was already reeling under economic slowdown, the pandemic has further exacerbated the structural fault lines of our growth pathway and patterns of production and consumption. The loss in aggregate demand and investment, depletion of jobs; increase in environmental degradation and climate hazards, pollution and widening inequalities were proving to be a challenge even before the Covid hit. India lockdown, largest in the world, put brakes nearly on all economic activity, except in agriculture.

Nearly 120 million people have lost their jobs. Phasing out of the lockdown, the trajectory of covid cases remains uncertain making economic revival slower than expected. Many governments across the world have proposed green stimulus and recovery plans to stay the course on climate change. Green New Deal is perhaps a good phraseology to underscore the need to re-order economies where sustainable economic activities create jobs, drive spending, restore demand, and make way out of the recession to a more habitable and equitable world. Can India craft a recovery strategy with sustainable development at its heart?

Certified Climate Bonds in China

Since entering the green bond market in 2016, China has been the world's second largest green bond market for the next three years and one of the largest sources of global certified climate bonds. In 2019, Chinese issuers issued a total of USD2.9 billion worth of Certified Climate Bonds, and the green bonds have become an important part of China's green financial system construction and constantly contribute to the dynamic of green economy.

The sudden outbreak of COVID-19 would have a huge impact on global financial markets and economic development and countries have issued large-scaled economic stimulus packages to explore various possibilities for economy to get back on track. We believe that economic stimulus packages should balance economic growth with social benefits, ensuring that sectors and businesses hardest hit by the pandemic are tilted with resources to increase the resilience and sustainability of economic development, and that the development of green bonds and certified climate bonds will be important pillars of the transition.

In the post-pandemic era, opportunities for green bond issuance at the local level in China should be proactively identified and expand the scale of certified climate bonds, which stand for the international best practice to drive the transition of the Chinese economy to a more resilient and sustainable growth approach in the 14th Five-Year Plan period.
